The Family Self-Sufficiency Program (FSS) is a five-year, voluntary, self-paced program designed to assist families on the VASH, Mainstream, and Section 8 Housing Choice Voucher program to become economically self-sufficient. We provide supportive services and connect families to resources in the community such as opportunities in education, skills development training, and employment.
The incentive of the FSS program is an escrow savings account set up for each participant. Normally with a Housing Choice Voucher, if your earned income increases, you simply pay more money toward your rent. But when you are in the FSS Program and your earned income increases, the extra amount of money you pay in rent is matched with a credit to your FSS escrow savings account for each month that you are working.
Upon entering the FSS program, goals are set. They must be completed within the five (5) years of the contract. If all goals are met, Housing Authority of Bexar County will award participants with the escrow savings.
Each graduate decides how this money can best serve the future of their family.
