Celebrating Hispanic Heritage Month: Neldys Ortiz, Executive Director of the Housing Authority of Bexar County
Born in New Jersey to Puerto Rican parents, Neldys Ortiz has always been deeply connected to her Hispanic roots. She grew up in Puerto Rico, where she completed her education and earned degrees in Accounting and Human Resources. In 2010, Neldys relocated to Texas, living in El Paso, San Angelo, and finally San Antonio, where she continues to make a significant impact in the community.
With over two decades of experience in affordable housing, Neldys has held a variety of roles, starting in 2002 as an Administrative Assistant. Her career has evolved to include positions such as Property Manager, Compliance Officer, and Director of Operations. Since joining the Housing Authority of Bexar County (HABC) in 2019 as a Compliance Officer, her leadership has propelled the agency to new heights, achieving high-performance scores, improving operations, and being recognized for best practices and HUD program enhancements.
As a proud Hispanic, the wife of an Army veteran, and a mother of three bilingual children, Neldys cherishes her heritage and the values of family, community, and service. Her passion for providing safe and affordable housing is not just a career but a calling. For Neldys, serving the community is an honor, and helping families secure stable housing is a blessing.
