New Affordable Housing Development Breaks Ground in Bexar County: “The Emma” to Bring 336 Units to East Side

The Housing Authority of Bexar County (HABC), in partnership with renowned developer NRP Group and Bexar County leadership, proudly announces the groundbreaking of The Emma, a transformative $85 million affordable housing community coming to the East Side of Bexar County.
Located at 2187 Schuwirth Road in Converse, this 336-unit development will serve income-eligible families and individuals earning between 30% and 70% of the area median income (AMI)—approximately $30,000 to $69,000 for a family of four. The Emma is expected to welcome residents beginning May 2026, with full completion anticipated in the fourth quarter of that year.
The development will feature thoughtfully designed three-story buildings, a community clubhouse, fitness center, playground, and business center—all designed to support quality living and foster community engagement.
“This project represents more than just housing—it’s a promise to our community,” said Neldys Ortiz, Executive Director of the Housing Authority of Bexar County. “Expanding the affordable housing inventory is not only central to our mission—it’s a key to the future success of our community and a vital investment in the future of our county.”
The Emma is the first collaboration between NRP Group and HABC. Funding for the project includes a $13.5 million allocation from the American Rescue Plan Act, as part of the $389 million Bexar County received through the federal initiative. Additional support was secured through 4% housing tax credits.
