March 2, 2017 To: All HABC Public Housing Program Residents The Housing Authority of Bexar County’s (HABC) Public Housing Utility Allowance Schedule will be revised for all Public Housing units, effective May 1, 2017. Public Housing Utility Allowance Schedule May 1 2017 In accordance with the Code of Federal Regulations, 24 CFR, Part 965.502, HABC establishes monthly allowances that reflect reasonable consumption of utilities by housing type and unit size for an energy-conscious household. HABC’s Utility Allowance study includes calculations and allowances on the costs of heating, waterheating, refrigeration, lighting, cooking, in addition to water, sewer and refuse disposal. The methodology used was baseline consumption for utilities with heating adjusted using national normal weather data for San Antonio, Texas. All Public Housing residents have the right to submit written comments regarding the proposed Utility Allowances and surcharges no later than April 1, 2017. Written comments can be submitted in person or by mail to HABC’s Central Office located at: 1954 E. Houston Street, Suite 104, San Antonio TX 78202, or via email to email@example.com. HABC maintains records of the basis on which allowances are revised. The Revised Utility Allowance Schedule is available for inspection at HABC’s Central Office, during regular business hours. All written comments received will be retained and will be made available for review by Public Housing residents. Any Public Housing Resident with concerns on how the revised Utility Allowance Schedule will influence their rent, can request individual relief. Tammye Trevino, Interim Executive Director In May of 1994, the HABC applied for and was awarded $2.2 million in funding under the Public Housing Program from the U.S. Department of Housing and Urban Development (HUD) for the acquisition of 30 single-family dwellings located throughout the County of Bexar. These dwellings consist of 3 and 4 bedrooms. Rents are based on 30% of the family’s monthly- adjusted income. The Public Housing/Scattered Site waiting list is currently CLOSED.
